Is this the same as Image Stabilization?

It is not a true mechanical optical image stabilization. It is probably a good thing Fuji hasn't developed a true OIS or every other major manufacturer's R&D departments would be working overtime to keep Fuji from owning the small sensor market with the combination of stabilization and useable high ISO.

Digital stabilization is OK for movies but not as good as OIS. Digital stabilization doesn't do much for still photography.
