I have the same problem with a slave flash on my Panasonic FZ1. I think that not all pre-flash compatible slave flash sensors are created the same, and therefore won't always work the same as others or work the same with different namebrands/models of cameras.

One way to make sure a slave will work is to go up in price. The higher priced slave triggers seem to work with more cameras. Personally, I cannot afford a higher priced slave, so I'm stuck with my inexpensive one that randomly works.
