Is 1/1000 second or 1/3200 second a better shutter speed? This is the max shutter speed on the Sony H5 and theCanon S3.

OK just to check you are looking at the 2 cameras and the max shutter speeds are as shown. If the only difference in the 2 cameras was the shutter speed then you are always better to have a higher shutter speed (mine goes to 1/8000th). The higher shutter speed will allow wider apertures to be used in bright sunshine.
