Shutter speed, aperture and ISO are three factors that control exposure.

Shutter speed is how long the light can get through, aperture is how much light gets through and ISO is how sensitive the sensor is to light.

A slow shutter speed will cause moving subjects to blur. This may be desired to give an illusion of motion. A fast shutter speed will stop action. This may be desired to capture an action at the peak.

Aperture will control how much of the photo appears to be in focus. (Depth of field) Opening the aperture will cause less depth of field and closing the aperture will cause more.

It may not be possible to get the shutter speed and aperture settings you want for a scene so then you adjust the ISO until you can, if possible.
