I have created some mpeg files on my computer. Can I freeze one and convert that frozen still to a jpeg still?

It can be done one of many ways. The easiest, but probably the worst quality, would be to play the mpeg file at full screen and press the Print Screen button. This saves the image on the computer into the clipboard, then you can open up an image editing program (Paint, Photoshop) and then paste it. Then you just have to save it.

There are other ways to do it but most of them will require some kind of Video Software like Mediastudio, Premiere Pro, Videostudio and so on.

My DVD-playing software will play most digital video files. And ti takes screenshots. That's how I do it, since the Print Screen thing does not always work.
