Only if you have one with the ability to act as a host (something running an embedded Operating system of some flavor with software, file system drivers, etc.).
Look at the Stand Alone Data Storage section at bhphotovideo.com, and you'll see a lot of devices with internal hard drives (these mostly use 2.5" SATA laptop drives) and built in card readers.

Some have limited USB OTG to act as hosts with some devices via a USB Connection. But, given differences in how cameras communicate (PTP only with some, etc.), I probably wouldn't rely on being able to use anything except for the card reader to get photos from your camera.
For getting access to it's drive from your PC, if you have an eSATA port, look at the Nexto DI products. If you plug one of these into an eSATA port on your PC, you'd have fast access (just like you would with an internal SATA drive).
