Default Fixing luminosity and glare problems

I'm looking for advice on how to improve / repair an image of a dragonfly where one of the wings has a high degree of glare due to sun reflections around the insects shoulder and is rather "washed out" in other areas. From a comparison of image samples from the insects wings, the wing in need of repair is about 15 points higher in luminosity and then there's the glare at the shoulder to contend with.

I've got a copy of Adobe Photoshop Elements and I'd appreciate any advice on how to use it to improve the image. Please make it step by step as I'm not yet that familiar with the package.

A starting point might be on how I could select the wing as a whole for modification (an irregular shape) and then return it to the original image after I've modified it.
