I am looking for a program that will allow me to create DVD slideshows placed to music, create my own menus and such.

However, I would also like the program to allow me to archive the photos on the DVD and save them as galleries. For example, think of the galleries on the Lord of the Rings Extended DVDs. I want to be able to display 6-12 images on a page in thumbnail and then be able to click them to view them individually or as the entire slideshow.

I have one program already (ProShow Gold) but it will not allow me to create the gallery pages.

Any help would be most appreciated.

This almost sounds like you need DVD authoring software more than Slideshow software.

Try looking into Ulead DVD Workshop or MovieFactory. DVD Workshop is a little more powerfull. Also check out Sony, they have DVD Architect but I think it only comes bundled with Vegas which is pretty expensive.

One thing to keep in mind - resolution for a DVD is significantly less than a picture. So, when you author a DVD you'll notice a downgrade in image quality. I know that was one thing that really irritated me when I tried several packages (Proshow Gold, Adobe) that I really didn't like.
