Actually, neither PhotoCDs nor the later Picture CDs can include an audio track.

But if you're trying to make a DVD that will display a slideshow of your images on a TV while playing a soundtrack, Windows Movie Maker can do that for you, and it's free with Windows.

Hiya Tcav, Thanks for that..I thought it could be done in Elements 4.0/5.0 but the difference with 4.0 was the WMA format which is basically rubbish in 4.0 and distorting pics on a DVD player? Thanks anyway for your help

I find myself blessed (or cursed) with a number of programs which can make a video CD with synchronized audio. Easiest to use is Ulead Photo Explorer. Select pictures and audio, insert CD, and go. Also have Nero and Roxio, which are more fully featured and more complicated, but work fine. Nero and Roxio will also burt to DVD, but I will have to update my Ulead for that. Most newer DVD players for the home will also play video CDs, so I haven't bothered with DVD slideshows yet.

Photodex's ProShow and ProShow Gold would also be worth a look. I've used both in the past and for the money, they are had to beat.
