I am planning on taking some photos of a fountain at night, the water comes up colored and i would like to get a slight blurred effect, can someone give an Idea on the settings to use for this shot? I have a 300D and I dont usually do this kind of shot

Put your camera on a trashcan or some kind of a support - In this case a tripod will be best

This is one of those times where a camera with an EVF will be best because of its real-time display and histogram. There's no other way around it with a dSLR:

1. Set your camera on manual (i.e. it's automatic metering will always be wrong)
2. Bracket a few shots on slow-shutter speed
3. Check the histogram on the rear LCD for the desired effects and the highlights
4. Don't worry about the color and RAW will probably be best here (because you probably need to extract every piece of info)
