I just notice that there's a message that says 'The file size should not exceed 250400 bytes' in the text input window. But when you try to load a photo that is 250400 bytes in size, another message will pop up that says the file is too big, and must not exceed 244 kb in size.

The 250400 is probably the true byte size. The 244 kb is the stupid computer definition size (ie the computer morons that started the trend of 1 kb = 1024 bytes).
