Default Questions of digital camera video

I am looking into a new subject for me that I know nothing about. I want to make some 10 to 30 second training videos for CD. What I need to know at this point:

1. Can I use a digital camera with video feature, or do I need a video cam?
2. What file formats do I need to use to record and edit in?
3. What is the Photoshop type software for editing video clips?
4. Is there a article that will answer these questions?

I would rather spend my money on a digital camera that would do both stills and video if I can. I need to record in a TIFF type file video format that can be translated into different file formats for different players, since I do not know which video player I will be using at this time. I would like a video editing program that will allow full Photoshop type editing (layers, brighten darken, sharpen, cropping, etc. ).

What are your suggestions?
