Default Water Spots/Dust on Lens (with Pics

I have a canon sx200IS that git a little bit of fresh water in it. I dried it out and its working great, but there are water spots and what looks like dust under the first piece of glass.

The camera has a more difficult time focusing plus the colors sometimes come out over saturated. I don't see spots or anything in the pictures, just the difficulty focusing with some pictures being blurry.

I thought the first piece of glass was just the lens protector but after disassembling the camera a bit I guess its actually a part of the lens itself. I was hoping to remove the first piece of glass and use a microfiber cloth to clean the front and back of the first piece of glass, then just the front of the second piece. Ive read that the actual lens cannot be dissembled because the tolerances are so tight. Is there any way I can clean the second piece of glass?

Its hard to tell with these pictures but here is what Im talking about.
