Since the circles have sharp edges, it is obvious they are not part of the original photo. It looks like accidental use of the clone tool with a circular shape, sharp edge, and source in a light area of the picture somewhere. Another similar possibility is accidental use of a brush tool with circular shape, hard edge, and a white or light color selection. I have been there, done that with both of those "oops"!

cant be that as I did not go near those tools, adjustments were made to contrast and color only with the tool bar with all that stuff off to the right of the photo, there are at least another 10 of these strange circles indifferent photos from the same batch, and why does the white circle disappear from the same shot desaturated????

It's probably too late now to find out but if your editing software has a command history function, you might be able to tell what happened. The command history shows every operation you did since the image file was opened. PSP9 has this ability. I'm not sure about others.

I edited a few photos before I noticed these white circles popping up on color photos, if I desaturated they disappear. They are not in the original shot. My hubby thinks it's the programmes I used, photo-shop 7, ACDsee, and noisewear. Ive cropped in so you can see what I mean.

any Ideas

...these are obviously crop circles. Simply de-select the crop tool.

Maybe somebody else modified the file when you weren't looking. Or photoshop has gone into some weird buggy mode. Or noiseware got stuck in some weird mode.

I knew, something wasn't right with the picture I took yesterday. I found one of these circles in my picture, too:
