Why is it that no other 1/1.7 sensor can produce the low noise levels at 3200ISO that the Fuji F30 can do ?

CPU manufacturers are trying to shrink chips to save cost and cameras need larger sensors but that keeps costs up.

I would like to see more of that Foveon chip, but I'm not holding my breath. Why are they the only one trying to improve the chip and not just play with the size and MP's?
