I'd definitely get ACDSee. It's the best image viewer there is and it's easy to organise your photos with it.

ACDSee has two modes: viewer mode and browser mode. Viewer mode fills the screen with the photo you're currently looking at, whereas browser mode shows you thumbnails of all the pics in the folder.

The good thing about browser mode is that you can set the thumbnail size to quite large, so that you can easily see all the photos without having to strain your eyes. It also allows you to have a "preview window" which means you can click on the thumbnails and they appear larger at the side of the screen.

It's very configurable. You can tell it to show whatever information you like under each photo, such as the filename, size, resolution etc.

Organising photos

As for organising photos, I sort all my photos by date. I have one folder for each day, and I name my folders like this:

0306 - Jun 05 [trip to Loch Ness]
0306 - Jun 06 [John, Steve and me]

These folders are then all organised into "year" folders (eg 2002 2003).
