Wife has a Canon DC230 Camcorder that uses those mini 3 inch DVD's. I would like to copy them to a standard DVD so that we can use the 3 inch over again.

Is this something that can be done on a home computer or do we need to send it out?

Yes. If you have a writeable DVD drive in your computer, there are applications that will do it. And if you have Windows Vista, you don't need an additional application to copy a DVD.

But why? The blank 3" disks cost about the same as the full size disks.

Yes, it can be done on a home computer with the right software. I've copied mini +RW to standard sized DVD+R/-Rs and then reformat the +RW for reuse.
