Taken from Canon's site:

'a minimum focusing distance of 0.45m/1.5 ft. at all zoom settings"

Does this imply that when place 0.45m from the subject, I can further zoom in getting closer to the subject and still be able to focus?

Yes, but that refers to the lens, not the camera body. If you switch lenses, the minimum focus distance of that lens will apply.
