Default Light Pattern

Hey everybody...I was wondering how could I achieve these star-like patterns when taking pictures of the sun or street-lights ?

Is there a special filter or it's just a matter of technique ?

Using a very small aperture like f/22 or f/32 will cause very bright point sources to star.

So will using a star filter on most cameras.
They are available from many manfactureres like

Tiffin http://www.tiffen.com/star_filters.htm
and
Cokin http://www.cokin.fr/filtres6.html.

There are special effects filters that make stars with lights
