Default Serial number linked to information?

Is it possible for a new owner of a previously-owned camera to use the serial number to learn any history of the camera (for example, if the camera has been repaired)?

Exactly! ;-) Actually, the situation would be like this: I buy a used camera. The owner has claimed it is like new. But I check with the manufacturer (say Nikon) and using the SN they tell me the product is still under warranty but in fact was sent in for repair at one point. I agree, that doesn't seem possible for a new owner to be able to access that information. Just curious.
