Besides Canon's Power Shot S1 IS, what other companies make a camera with a 10x zoom and image stabilization? If there are any what are the model numbers/names? Thank you for any help.

Minolta Z2, A2 and or A1(?) has it as well I think. It's called anti-shake in Minoltese, as opposed to Image Stabilization in Canonese.

Look below in "cameras with shake control". That lists most of them. If you want a long lens (and can live with 35mm "wide angle") I'd go for the FZ10. It's worth the money forthe Leica lens alone.
