Default rotating JPG images without loss of quality

Does anybody know a method or a program to rotate over 90 or 180 a JPG-file into a new JPG-file without loss of image quality?
In Corel-paint a JPG-image is converted to a bitmap image. After rotation this bitmap is compressed (with loss of information = quality) into a new JPG-file.

I use ACDSee , and it does lossless rotation

IrfanViewer (+plugin)
Exifer
EXIF Viewer

All free and do lossless JPEG rotation.

Adobe Photoshop elements will do this. It will also do free form rotation as well (i.e. any angle). I've not been able to detect any loss of image quality.

I think most rotates in newer dedicated photo packages should be lossless. However, JpegCrop (free), does both lossless rotate AND CROP.

Check out crops in the others. I think you'll find the jpeg save box always comes up on crops!

Perhaps we should run a competition to find packages having the most lossless features! -Any contributions??
