this is what I use for all my photo needs it is not top of the line but if you just want averiety of simple things to do to your photos this will work:idea:

Wisconsin, Girl,
There are two tools you can use with Microsoft Picture It 7.0 to make frames or borders on your photos.
First, open your photo and from the menu bar, use Effects> Edges> borders...
or,
Effects> Edges> Frames and Mats
These commands are also available in the Common Tasks sidebar. If the sidebar is not displayed, go to View> Common Tasks and check mark it.
