How much tweaking is involved in those lovely,highly detailed landscapes you see in some internet galleries?I ask this because many of the "better" photographs have a paint-like quality that almost seems too good to be true

Hard to tell. A good photographer with a DSLR can take some pretty impressive photos right from the camera. Most people sharpen a tad. And there might be a little tweaking of the colors.

If any of these photos that really grab you have artist information that includes an email address -- go ahead and ask! The worst that can happen is that you get no reply. It might not hurt to cloth your question in a bit of humility and let the photographer know that you would like to be able to take landscapes that good.
Even if the artist lists no email but does list a website, there might be something there as to how they ply their craft.
