This is not a software solution, but your problem matches very neatly with what the Perl programming language can do (which is spit out a lot of repetitive text really quickly).

Essentially I'm suggesting writing your own webpage program. HTML is dead simple to learn, EXIF data can be culled using some free tools on the web, and Perl is available for free as are tutorials on using the language.

If you have any programming experience at all, Perl is a cinch. If you don't have any experience programming, it's still pretty easy.

Yeah, it's not a shrinkwrapped solution, but something like this can be coded up in an hour or so and you can customize the HTML however you like. Perhaps it's not the best solution for you, but it would be something I would think about if I were interested in generating web pages automatically.

CompuPic will generate thumbnailed web pages for you very quickly, although it doesn't pull out the EXIF data for you. Perhaps this in conjunction with one of the free utilities Lauren suggested will do the trick for you.

ThumbsPlus
will do that with its Web PageWizard feature. You can generate image arrays with thumbnails and selected EXIF data. I use ThumbsPlus to generate the code that I insert on my sample photos pages of our camera reviews.
