I saw one of these, and many more creatures, at a roadside area near Temecula, CA. Is this shot from there?

It's at a shop at First Monday, in Canton, Texas. A lot of Mexican crafts show up there, for the First Monday trade days. Very reasonable prices, compared to what you'd pay in Dallas.

Smaller ones are available, and lots of other animals as well.

Japanese dragon, similar to Chinese dragons, with three claws instead of four. They are usually benevolent, associated with water, and may grant wishes.
