If the shutter speed of this model is 16-1/1700 sec.¿why can i only get a 16-1/1000 sec. in manual mode?

Welcome to the Forums. It may help to let users know what camera you're talking about (Kodak makes many models).

From looking through the specifications on some of the Kodak models, it does appear that the fastest shutter speeds are only available in Auto:

As for why, I don't know. If I had to guess, the camera is designed so that it can only use the fastest shutter speeds at smaller aperture settings (common with some models, since the aperture iris doubles as a shutter). Since needing a shutter speed this fast is rare (since lighting would need to be very bright at a smaller aperture setting), they probably didn't see the need to allow it in Manual Mode (speculation on my part).

In 14,000 plus shots,,,i`ve gotten only one at 1/1700 sec with my DX6490...

You are unlikely going to see it that high or need it,,,,most really bright shots rarely use the 1000 sec,,,as the camera will pic a larger aperature#,,,(smaller opening) to let less light in.....
