Here is the original I had to work with of my Granddaughter's photo.

I brightened it with levels and then dodged the eyes a little to bring them out. Then I changed it to Gray Scale and resized. Then I used Nik color efex Pro's Blur vignette to to give it that centerspot effect. Also used was DCE tools auto enhance and Neat Image's Noise reducer and Nik Color Efex Pro's Dynamic Skin Softner.
Here I changed the levels and used DCE Tools Auto enhance to sharpen and adjust the levels as well as color cast.

Here I dodged the eyes to lighten them up and emphasize them more.

You can do similar work with photoshops blur tool and dodge tool..This is not the best but I did it in a few seconds.
