It's cheaper by far to cut your own, but only if you plan on doing a lot of it. Without a doubt, it's better to cut a matte to fit your photo rather than try to fit a photo to a pre-cut matte.

Trying to cut mattes with just a blade and a ruler is very time consuming, very tedious, and extremely hazardous to your fingers. (I ended up having to get a tetanus shot the last time I used a matte knife.) But, if you find you're going this route again and again, then you might look into Logan's "Team System." There are others, but this is the one I know well because it's the one I have.
