Give this a look over if you want to know the Orton Effect.

Thank you very much everyone !! I use Orton-effect in my work, here are
the settings in Nikon Capture NX2, these settings should also work in PS.

1-move the midtone slider in (levels) so the photo goes alot lighter

2-using the (gaussian blur) tool move the radius slider so photo goes very blurry

3-go into (blending mode) and select multiply

4-readjust the sliders in (levels) if necessary

5-add selective USM (sharpening) to various detailed and textured areas
in the photo
