Using f/32 will cause a bit of softness from diffraction.

I can understand wanting to slow down shutter speeds (that was a 30 second exposure at f/32 and ISO 200) for the purpose of good light trails from the headlights of passing vehicles. But, you'd get sharper photos at wider aperture settings (I'd try to stick with f/14 or wider apertures when possible). For the focal length used in that photo, around f/8 would have been fine.

You could also use a Neutral Density (ND) filter to allow slower shutter speeds if desired so that you don't need to stop down the aperture as much to get shutter speeds that slow.

I'd also set your white balance for warmer lighting on those conditions (i.e., I'd try incandescent/tungsten white balance instead of Auto white balance to help with the yellow/orange cast issues in that lighting).
