Default powershot a70 dont recognize CF full size

I have some problems with my new canon powershot a70 digital.
the camera don't recognize the full compactflash memory card size, it means that when I'm using the 16 MB card that came with the camera bundle, the camera recognize only 15.26 MB and when I'm using a 128 MB (new memory card that I bought for this camera)the camera recognize only 121 MB, can someone please tell me why ? by the way in the camera documents (included in the bundle) there is a picture of the camera LCD menu and it shows a full 16 MB.

That capacity on a CF card is the unformatted capacity. You lose a certain amount of the space to the file system (FAT) after the card is formatted.

Hi,
Yesterday evening when I tried to shoot with my A60 it showed a memory card error and all the images that I had stored in it were lost. I checked the manual which said in such cases you can try re-formatting. I tried that and when I did a format it gave me the following error ->E50. What does this mean and how do I rectify this? Also, the 16MB CF card now shows a memory of only 3.8MB. Please help me out with this problem.
