Default HOYA CPL filter

I recently purchased one on ebay for a great price. was very happy with it. I have had it about 2 weeks or so at the most, and recently started to notice some weird rainbow color around the edges like the multi coating is separating from the glass. I am un-sure of what to do in this situation. I have sent a e-mail both to the e bay seller and to Hoya directly. The ebay seller said I could get a full refund, they would replace it, but they have no replacements available. I am still waiting to hear back from hoya on what their warranty's in situations like this are. Is this a common problem with these filters?
here are a couple pictures i took of the problem.

That looks like it was damaged. I'd get my money back while I still could.

Thanks. I am getting a refund, and they are replacing the filter with another HOYA standard (purple package) CPL filter. So all in all, A great deal and great customer service with this e-bay member.
