The difference between the two filter sets you've linked to is probably very small. Filters are likely to fix some problems, but are also likely to create some new ones. Do you have something specific in mind that you think filters might help with?

Want to try something new, regardless of use, I want to learn from it , but because I will buy from another country, I want to know which one is best to buy so as not to find it is not good.

In general, "filter kits" tend not to be very good. Keep in mind that these work out to be about $15 for each filter, which is not what you'd pay for good filters.

A CPL might come in handy, but do you have reason to think that you might benefit from a UV or "Warming" filter?

Spend about the same amount of money on a better CPL, and forget about the other two. The difference between what you'll get with and without those filters isn't much.
