ok i was chatting with a guy at work who just told me he bought a full frame canon EOS 5D.

my question is:

if he is shooting at 28mm

and if i was shooting camera at 18mm with a 1.5 crop factor wouldnt it be the same? (18*1.5=27mm)

Yes. The angle of view of a 28mm lens on a full frame dSLR is (roughly) the same as the angle of view of an 18mm lens on an APS-C dSLR.

The 'Crop Factor' doesn't actually change the focal length; it just changes the angle of view.
