Default Rapid Fire and Exposure times

Im soon going to be taking the plunge with buying a digital camera
the things i want/need are

no more that 275
rapid fire shots (at least 2)
at least an option to change the exposure for some arty shots

i had my eye on the fuji s304 (3800 in the USA)
but i was wondering what anyones recommendations are, on either what i should buy or the minimum exposure time i need, basically i need rapid fire because im going to be taking pictures of birds, planes and shooting stars (if im lucky) so any help would be appreciatted, its so hard to make a decision
