The Nikkor 18-55 has the closest focusing distance at 0.9 feet, so that's more "macro" than the Sigma 28-70.

And, as it happens, Sigma makes two 28-70mm lenses. One is a constant f/2.8 aperture (a large aperture is always good for macrophotography) and has a minimum focusing distance of 13 inches. The other is f/2.8-4.0 and has a minimum focus distance of 20 inches.

You can always add close-up lenses or extension tubes to whatever you've got, but for macro work, I'd pick the Sigma 28-70 f/2.8 over the Nikkor 18-55, but I'd take the Nikkor over the Sigma 28-70 f/2.8-4.0.
