Will IQ be 'similar' using 8 mp resolution on a 12 mp camera as 8 mp resolution on an 8 mp camera with the same sized sensor etc? Or does the 12 mp camera take the picture at 12 mp and processes the data into an 8 mp picture by averaging and/or dropping pixels which could degrade the result?

That.

But the image degradation won'tbe as severe as the degradation that accompanies JPG image compression, so the difference will hardly be noticeable if at all.

I doubt there is an answer to that question. IF the two sensors have the same senitivity, and IF there is a good downsizing algorithm that averages the pixels properly, and IF that that algorithm is implemented well enough to be useable, then there could be a better image from downsizing IF there was enough noise to matter.

I also doubt I have listed all the other conditions that would have to be in place to make a comparison. But basically the 8Mp camera will have enough things different from the 12 Mp that basing the comparison just on pixel count would be silly. In general, but not always, the higher Mp camera will produce better images just because it is generally newer and has (or should have) other impovements as well as an increased pixel count.
