In this photo the body is focused but the head and tongue are out of focus. Why is this and how should it be?

You would need a narrower aperture to have everything in focus so probably dial in f8 to get that (I think this is as narrow as the FZ28 goes).

You would have been better focusing on the head to start with. Generally with any living thing getting the eyes sharp is key.

The head really doesn't look all that soft to me until you get to the nose and the upper tongue.

Apparently, the focus point for the shot was a bit farther back from the nose and the depth of field wasn't enough to get the closest elements (head/tongue area) sharp also.

As already stated, a smaller aperture may have given enough DOF to get the nose sharp also. The more zoom used, the less the available DOF, too. For maximum DOF, use the smallest available aperture (largest f/number) and no zoom.
