Default Hoya Filters for Fz40

I was wondering if someone can help me out regarding the Hoya UV filter and the CIR PL filter

I have been reading up lately and I DO get the haze and all that a UV promises to remove. What exactly does a circular polarizer filter does then?

In addition to this, can someone please show me some pictures that exhibit the difference?
