Default Looking for a compact digicam with least shutter lag (and go

I'm looking for a compact digital camera with the least shutter lag. This will be my first digicam.
I have tested several digicams but were completely dismayed by the inability to capture the 'moment' due to shutter lag(I take a lot of children photos, hence the need for speed).
The cameras I am considering are the Canon Powershot S30 and Casio QV-R3. The Casio is a very new model and I cannot find any reviews on it. The manufacturer claims a shutter lag of only 0.01 sec and I am very attracted to that. However I am not sure about the image quality, etc. of a Casio. On the other hand, I know I can trust a Canon, but not too happy about the shutter lag of course.
Can anyone give any advice or recommendation, or point me to any reviews of the Casio QV-R3? Thanks.

waiheong,
As you said the "white paper" claims. so many things are so close on white paper, but after you turn them on. Would not buy a non-reviewed item, or might be saying 30 days later "when I get my next cam". I tend to shy away from digicams that are not reviewed by major sites. There are not that many "compact" digicams. Best make a list of must haves and check reviews of the current ones.
Price or manufacter nname does not gaurenty there will not be a major design flaw in a model.
