Default Kodak DX3600 or the beast from the east Toshiba PDR-M25

Total newbie here. I've been looking at the PCWorld.com top ten list for cameras under $500, and I thought about buying the Toshiba PDR-M25, but I was led here and saw that the Kodak DX3600 was favored more because of more features. But still, the Toshiba has better picture quality. I'm not looking for great, just decent enough to see that there is some quality. Some more opinions would be appreciated. Or any other camera under the $250 range you feel would be better, drop a line.

sur,
at $250 you do not have to settle for just "good". Better to buy refurb from manufacter. this one can be had for $210 direct from Olympus on line.

Thanx for the suggestions. Hmmm......

Gary, that camera you suggested. Niiiiice. 3x zoom. The Kodak DX3600 only has 2x. But in the sample picture page, the Kodak seems to make better pictures. But I heard always go with the better zoom? Unsure. I think I will pick up the Kodak. Thanx for the help.
