Not quite sure what you wanted.

It is a very busy image, but did not crop it.

Actions
shadow/higlights leveled in PS CS2
neatimage noise reduction
slight unsharp mask
color levels tweaked
some cleanup at edges (bike handelbars and othe stuff removed)
Resized to 800*600 for better web viewing

Not sure if it is any "better" :blah:

PhotoShop CS2, and the neatimage noie reduction plugin.
I think a lot of the actions are also availabe in PhotoShop Elements 3.0.
The neatimage demo is fully fucntional can be download free for home use.
