Default Fuji 3800 or Sony Cybershot P7

These two cameras seem to have the features i want with 3+ pixels and movie mode with audio with a price tag a little over $300

any suggestions on which one i should go with? or maybe a 3rd option

If you really like both of those equally, the Sony is probably the better choice.

It has the ever-useful "pocketable" form factor making it many times more likely that you'd take it with you than the slightly bulkier 3800. It all boils down to how you expect to use the camera. You're more likely to use the camera if you can take it with you with a minimum of hassle.

Default fuji's

the fuji's have really low ISO equivalent, 100 to be exact. So it's the equivalent of using 100 speed film on a 35mm camera. The Sony has an adjustable speed from anywhere as low as 50, to as high as 400, and you can put it on full auto.
