I don't know it could be a perspective thingy:
I can overlay a vertical line straight through the obelisk top and its bottom reflection
-> The Jefferson memorial though is closer to the camera on this side of the water and it does sit higher along with the cherry branch making it looks slighly off, but if you overlay a horizontal line on the image it does parallel the background water line as well...
