I just purchased a ned Nikon D70 in Singapore and came with a 28-80 mm f/3.3-5.6 G lense. The same camera here in the US comes with a 18 - 70 mm DX 3.5 -4.5 G AF- ED Zoom lense.
Which of the two lenses is better? does it make sense to get the new 18-70 lense?
I am very new at this subject so I appreciate the advise.

Well, this is two different lenses as speaking of focal length. So, what do you need. ? Only you can say!

I would stick for the 18-70 at any time though. Sooner or later you will need that extra wide angle and the span from 70-80mm between the two lenses, will not give you much.

However, if you can afford it, go even lower to, say, the Nikon12-24mm Lens. Then you will be covered pretty good from 12mm (18MM) to 80mm (120mm).

The 18-70 is a GREAT lens but if you have the other one already - stay with it.

Klaus DK is right, get the 12-24mm is you have a spare $1K.

I'm looking for an 70 - 210 AF zoom used myself. It focuses as fast as today's new 70 - 300 AF lens, is a stop faster, focuses twice as close and has the smoothest, almost angelic, zooming action of any lens.
