I'm not even a week in digital SLR photography after being almost 20yrs with 35mm so please let me write a statement and please let me know if I'm correct?

In D70s using the PRE setting for white balance is the best way to determinate the best white balance "on the spot". In the place where I shoot I measure the white balance on the white paper being hold close to the subject which is going to bephotographed. Am I correct?

Can I use any white board/paper?

Yes you are correct and any plain white surface will do.

That said unless you are in unusual lighting conditions the pre set options work well.
