I don't know I would blame marketing... they just have to sell the product they are given... I would blame QA/QC first, then maybe the joker(s) who designed it (if there is a problem in the design).

Of course, everyone is at the mercy of the budget.

either it marketing or QA/QC or both at fault, that's a big screw up.
how do they expect to penetrate a market with that kind of review.
its just once again backs up my theory, they make a lens, pelt in a box, put a low price tag, and hope ,
it is just amazing the percentage of third party lenses that has to be sent back, and yes Nikon and Canon does have it slips but their percentage is low.
one way of getting people like Sigma and Tamron to buck up is for us the comsumers to stop buying.
I vote we stop buying, let them taste some salt, and see what happens
