Default better performer

the new 28-300 lens in fx is eqilivent to the 18-200 dx
do you think this new lens will have better IQ

Nope. The longer focal length and larger image circle mean more polished surface, and therefore, greater potential for flaws. The 28-300 is a lot more expensive than the 18-200, but that won't do it all by itself.
