Default Nikon 17-55

with my 17-55 i have not been able to get clear crisp images when i shoot at 1/30 second or lower, which i know has to do with my hand shaking.
but yet if i use flash , at 1/30 second, i can get clear crisp images.
Why is that ?

Because a flash uses a very short burst of light. This is essentially the same as a very fast shutter speed.
